Is there a policy prescription here? Or are you just saying middle and upper class people are self interested?
So the solution for the poor is jail?

Hm, I know a lot of the people who are anti-Drug-War separate marijuana (or sometimes marijuana and other 'soft' drugs) from opiates and other strong, physically destructive narcotics.
A lot of those same people are just idiot stoners though!
